Sun Sunshine Hrs threshold

Does anyone know what the threshold for a sun shine hr is? I have e-mailed Met service and they said 700 W/M2. I have set this setting on my Davis Pro 2 plus and for example this month have only 34 mins of sun shine. I've looked at a couple of other solar stations and all are reading much higher than mine.
Any help much appreciated

I'm just looking at google and I'm getting different values. Some sites say its dependant on latitide, but another one says this and quoted WMO standards

Another site also recommends WMO as being 120 + or - 20%

WD can estimate sunshine hours
works pretty well
you need to make sure you have your lat/long set correct in the solar setup, so that the estimated solar for lat/long and time of day is calculated correct...and then wd compares your actual solar wm/2 with the expected max and comes up with a solar %...and then when that solar % is above a threshold that you can adjust (default is 80%), sunshine hours are added
